PC no video output, DOA CPU/mobo?

Hi, i'm helping my friend out with his first build. When he turns on his pc all the fans turn on, same with the leds on the gpu, mobo and case. But there is no video output and no bios.
We tried everything here:

and none worked

We tried a different monitor and video cord, that didnt work

We also tried using the hdmi port on the mobo instead of the gpu, didnt work either

I'm guessing that the CPU is a DOA, but I guess the motherboard could be the problem instead?

Any help would be greatly apreciated

does the board have a speaker connected? are you getting any beep codes?
if you have a speaker, pull the RAM and boot the system. the motherboard should start beeping. if you cannot force a beep code in this manner then it is my experience that the motherboard is dead.

we did try with the motherboards video, didnt work either. We have not tried reseting the CMOS, we'll try that though. thx
