Problems keeping i7-3537U 2.5GHz CPU from throttleing down while doing operations that need a lot of processing

Hi,

I'm using a Laptop with Windows 10 and an i7-3537U dual core Hyper-treaded processor and while im playing games or using 3-D Processing Software.

When i look at my processor information it says it's only working at approx 0.72 GHz or 1.24 GHz and i wish for it to stay at about 2.5 GHz (Processor Maximum) just so processes aren't super slow.

Computer Specs
- Intel Core i7-3537U Base Speed 2.0GHz Max 2.5GHz (Usual 0.47GHz) - Turbo Boost up to 3.1GHz
- Intel HD 4000, Max 64 MB Dynamic Video Memory
- 8 GB RAM DDR3
- 500GB HHD

I tried to use the BIOS / UEFI to change the clock speed for the processor but the BIOS doesn't have any setting of that type and i can only view the processor maximum speed in the information page.

Computer is a Acer Aspire V5-572P-9655 | Ultra Thin, Touch screen enabled.

You could try running Aidia 64 and running the system stabliltiy test or using CPU-Z with any benchmark or heavy load as it will tell you what the clock speeds are underload because modern intel laptop cpu's usually only run at max speed under load to save power. I have used Tech Power Up's Throttle Stop program to change this on some of my systems (it also lets you undervolt the cpu to save power, change multipliers, tweak turbo boost, and much more).

After looking at the temperatures they are at a steady 64 (C) and 68 (C) for a package temp of 70 degrees (C)
While MAX temps are 70 (C), 73 (C) and 74 (C) currently downloading a Fan controller to set my fan to maximum so that temperature shoulder be a problem.

Solution
Your videocard is not designed for 3d design or 3d gaming, your problem is not the cpu but the videocard because it is too weak for what you do, i really recomend a minimum of gtx 950m for what you do, best it would be an gtx 970m or gtx 980.

EDIT: About your observation, in 3d softwares and gamign teh cpu will not be really stress out so it is normal to lower its clocks for energy savings, if you really want to test the cpu run aida64 cpu stress test or prime95 maximum heat option but i assure you that the cpu is fine, it is just a energy saving feature.
