Monitor shuts off at increasingly fast speeds after computer turns on.

Hello friends.

So recently (within the past month) my computer has been doing something strange. At first it would only be after gaming for a few hours that my monitor would display 'no connection', but now it is happening way sooner. About a week ago it started doing this anytime i loaded up a game, and as of a few days ago it does it within 5 minutes of startup. I tried booting up the computer again a few minutes ago, logged onto my name, opened chrome, and within a few minutes the monitor shut off and a noise from inside the case (id say most likely the gpu fan, but i cant say that for sure) 'pulsed' on and off about three times before going dead silent (and the monitor still being black 10 minutes later)

My monitor is plugged in via VGA cable to my computer so firstly i tried to see if it was the monitor, and plugged my computer via hdmi into a known working monitor - still happened.

Now i am unsure of what to do. My brief research suggests my GPU may be failing or overheating or possibly its an issue with my PSU - and im here to see if any of you have insight to this issue. I do not have another gpu or psu to test switching them out sadly.

AMD Radeon 6950 HD 2gb vram
PSU is a 700W xtreme gear (model # XG-H700)

Now i did the driver uninstall and reinstall and it hasnt turned off during normal use but now my computer is much slower (laggy?) and my resolution wont go above 1400x1050 (it used to go all the way up to 1920x1440 or something).
