GTX 1060, hands down. If you don't own the motherboard yet, get an inexpensive socket 1151 H110 or H170 motherboard, and pair it with a Core i3 6100 or i5 6500. Don't buy an FX unless you already have an AM3+ motherboard.
If you don't already own that motherboard, I would recommend going with an Intel platform instead. FX CPUs are not terrible, but they're also not very highly regarded, and the design is already 4 years old at this point.

My vote for a good, cost effective CPU would be an FX-8320e. As for what GPU you get, that depends on your budget.

You said that it only supports 95W CPUs. Does that mean it will support this one:

For my GPU, I have an overall budget of 250-300$ US. Any recommendations around that price range would be appreciated.
