Is Antec 400W PSU enough for a RX470/GTX1060?

Good day gentleman!! i'd like you guys to help me solving the question: "Is Antec 400W PSU enough for a RX470/GTX1060?"

My PC Specs are:
I3 6100 skylake
Asrock 110m-hdv
2x 4GB DDR4
2x 7200rpm HDD
3 x 12cm fan
1 x 9,2 fan
PSU Antec bp400px <http://www.ocfreaks.com/antec-india-releases-bp400px-psu></http:>

The Antec BP400PX PSU should have sufficient capacity (400 W) to supply power to the system with either the RX 470 or GTX 1060 video card installed.

However, the BP400PX uses low grade components, so it is uncertain just how reliable and durable this PSU is.
