Should I buy another card or processor for more fps in Arma III

In arma 3 i usually get around 30 fps on any server or single player I was hoping to increase the amount of fps but don't know whether to get another video card in crossfire or a new fm2+ based cpu. The usage of my video card only shows % and it usually jumps from 0 to 60 then up and down from 100. and the cpu stays around 60 to 80 so im not sure what would benefit me the most

ARMA is kinda CPU intensive.
Try to lower game resolution (1080 -> 720) for example while leaving rest of the settings the same.
If the FPS remains about the same -> CPU upgrade
If you have significant FPS boost -> GPU upgrade
BTW, you have not mentioned what video card you have.

I tried that guess I need a new cpu, and I said I have the r7 360. Thanks for your help

you should get at least R9 series card may 270 or better 270x. That will increase your FPS in ARMA III. as for CPU its bit weak to play ARMA III in its full glory, but for CPU bottleneck you can overclock it to gain performance.
take home message- get a new R9 card or corssfire r7 360 and overclock your processor to get steady 60 fps.

I'd not try to CF this card.
There are new RX 470 and RX 480 4GB that are relatively low priced and will give you better gaming experience than two R7 cards.
not to mention, power, noise, scaling issues , newer features/API support.
