Shoud these temps be lower for overclocking?

Ok, so Im looking to overclock my CPU/GPU But I'm wondering if my temps are too high to even do it. on my gpu I think I'm Okay but my cpu is what id be worried about.

So lets start with the one I thing will be easy, my GPU.
I have a reference Radeon HD 7970 when Idle the gpu sits from 59- 64 depending on the day and under load I have it usually max at 77 (but with the fan speed still relatively low. and have afterburner instructed to pump fan speed up to 100 if it ever goes up to >85)
I have had it kick upwards of 97 before i monitored with afterburner because amds stock settings suck but whenever i use i have it stabilized at 75 and if maxed out with fans it can go down to 65 at max load
(overwatch melts pcs for some reason)
I think i could do a decent overclock and maybe oush it to the ghz edition speeds

now for the questionable one
I have a Fx-8350 with a hyper 212 evo as my cooler.
Idle it sits around 16 and just browsing 20 but under full load afterburner says its max is 56
amd doesnt have an actual thermometer in the fx series processors so i dont know if thats high or not.
I also don't know how to check socket temps.
Fan speeds are well default i dont know how to change fan speed for cpus.


Tools I used:
msi Afterburner
Kombustor (gpu/cpu stressing usage was at 99for gpu and 100 for cpu)
Overwatch (melts for some reason)
Battlefield 4
Rise of the Tomb Raider
Crysis 3 (Runs terribly on ultra at 1080p btw)
CPU-Z (if temps are in here i don't know where)
GPU-z (if temps are in here i don't know where)

Also if you want to know what bios i have its off of the ASRock 970m pro3 matx AM3+ motherboard.
