Is My Hard Drive Slowing Down My System?

I have recently upgraded the motherboard, GPU and PSU in my PC and have found myself with some lag despite the significant upgrade, I have installed all the drivers I can find for my new system although the motherboard disk would not work in my PC as it is not compatible with the current version of Windows 10. I have downloaded both the audio and lan drivers from the manufacturers website and am still experiencing lag.

System Specs:
Motherboard: MSI 970A-G43 ATX (Windows 10 Ready)
CPU: AMD FX-6100 Six-core Processor AM3+
GPU: Palit Jetstream GeForce GTX 1060
Drive: 500GB HDD ST500DM002 3.5"

Though I have not changed my drive, there are a combination of reasons why I believe my hard drive is slowing down my system:
-Slow boot times into OS
-Slow load times for programs and games (inconsistent, sometimes programs stop responding when launched and other times they load quickly)
-Programs and games run fine once loaded
-Processor isn't under heavy workloads during lag

I would like to know the cause of my drive being slow, it was working fine until I upgraded my motherboard and if there is a solution which doesn't involve getting a new drive. Also, I am planning to get an SSD, any recommendations for one around the £50 mark? Thanks

As in even with installing the new motherboard's chipset and other drivers it could still be not as stable (or as fast) as it should be.

Not risky as in causing physical damage, just in regards to software stability/performance.

I upgraded my motherboard from an Asus M5A78L-M and, no, I have tried to go into properties and run it in compatibility mode however, when I right click the .exe file and press properties, windows explorer stops responding. This happens every time I try, other disks work fine.
 
Windows 10 should have a working driver for sata controller so that is not an issue.

If you noticed that programs take significantly longer to load then you may have an issue.
If the programs did not get any faster then it is because you are using a normal hard disk drive.
The hard disk drive is actually the slowest part in a computer system now so it will be the bottleneck, this is why many people have switched to SSDs for their boot drive.

It has only started being slow since I upgraded, it used to boot much faster and not have any issues with lag. Also, I did manage to download the drivers from the site anyway so that should not be the issue.
