Should I get a significant GPU upgrade or moderate GPU+CPU upgrade?

Hello everyone, I know that this is asked very often, however as I still can't decide for my specs, I thought I'd ask you guys.

My specs:

Processor: i5-3450 (6M Cache, up to 3.50 GHz) - It usually works at around 3.3 GHz even though it should work at 3.1 when it's not overclocked.

GPU: AMD Radeon HD 7850 2gb GDDR5

16gb of RAM

I am looking for an upgrade aimed towards video-games of course, as my PC handles other tasks rather well.
As things stand, I have more than enough RAM, but since my budget is not big and I can't afford both a CPU and a GPU of high quality, I was wondering whether to just get a GPU (most likely a GTX 1060, or 1070 if I really push my budget) or get a way worse GPU but also push a better CPU with it? I am unsure of how well my current CPU will go with an 1060 or 1070, and whether it needs an upgrade.

UPDATE: What I am looking for is a PC that would be able to play relatively new releases on 1080p with a stable 60+fps on higher settings. No interest in 3D, VR, 4k, or anything else, just a stable 1080p 60+ fps performance.

Non-related update: For anyone that might know about this as well, are SSDs worth the money and how big of an impact do they have on overall performance?

Thanks in advance :)
