What you ask isn't hard to find. The problem becomes the budget. I can smack a basic pc together in about 1/2hr, or about an hour if I have to unbox everything etc. Most won't. Most will tell you it's going to take all day to build, to explain the $200-$300 price. And that's before any software is added, updated etc. Most ppl will so enough just to get windows up and running. They'll charge for updating to latest drivers, latest security updates etc because those can take all day.
On top of all that is the parts themselves. If you don't specify or provide the exact components, you'll get the cheapest possible. With a decent amount of 'shop fees, handling charges and markup'
If you buy the parts, put it together yourself, do all the research, adjust all the settings for yourself etc you'll do 3 things. 1 you'll look at that pc with some semblance of pride, you did this. 2. You'll know what's in it and where things go, so you won't have to pay for upgrades or fixes etc. 3. You'll save a ton of money.
