was looking for a cheap under $140 that would play fallout 4 on high and most games on high tech opinon needed

Solution
i have never overclocked in my life and have no idea how

Overclocking a GPU is super simple but it's time consuming. It takes quite a while to dial in the right balance between speed and not too much heat. It's only necessary if you want to squeeze the most speed out of your GPU. It usually only gains you an extra 5 or so FPS, so if you don't need the extra speed I wouldn't bother. If you do want to do it, there are tons of tutorials on YouTube. It only requires an overclocking software like MSI Afterburner or EVGA Precision and a benchmarking suite like Unigine Heaven or Valley.

Depending on which games besides Fallout 4 you are playing, a GTX 750ti might work for you, but it might be more like medium settings. It is about the highest performing GPU at that price range. I would look around for a used 950 or 960 though, as you might find one dip down under $200. Other than that, save up another $50 or so and get a better card.

Most of the 750ti's are around the same price range, from $100 to $135. The following models have some of the highest clock speeds and therefore the best value.

This one is a bit better value than a few others, coming in at $119. It's also a single fan model. One the upside, it will be smaller and quieter, but it will run slightly hotter. I would only go with this or the next model if you have a small case.

This one is another single fan model and is a bit more expensive at $133, but it has the highest overclock of all of them. You'll have to decide if the slight overclock is worth the extra $14 over the previous model.

This is a dual-fan model, so it will be larger. It is priced around $133. It will be a little louder also, but it will run cooler, and a cooler GPU means you can play longer and push your card harder before it begins to overheat.

If you can get this one while it's still in stock, it's easily the best bang for your buck at $131, and it's the only 750ti in your price range that has 4GB of VRAM while the previous 3 cards have only 2GB. It doesn't have quite as fast clock speeds, but the extra VRAM is a huge help in open game environments. I would jump on this one if you have the money.

If it were me, I would take the slightly slower clock speeds and 4GB of VRAM. You can always overclock the GPU to gain those speeds back. 4GB of VRAM is a must for the top-tier games today, especially open-world style games.

As frank_hnd pointed out, Ebay has lots of options for used GPU's. Just make sure you examine the pics closely and read every word of the description so you don't get burned.
