Port forwarding through second router?

Hi guys! I'm having a small problem which I think will be quick work for anyone browsing this section of the forum.

I recently moved, and the new location had a modem/router hybrid device known as Motorola NVG510. I configured it following this ( https://forums.att.com/t5/Third-Party-Devices/Using-your-own-router-with-the-Motorola-NVG510-it-absolutely/td-p/3434307 ) tutorial, and I've managed to get everything functional with my D-Link DIR890l router. I've forwarded the relevant ports (via DIR890l) to remotely access my Plex server, and the server claims "Fully accessible outside your network," but I cannot seem to connect when entering my public IP and the correct port/etc.

TL;DR My router is connecting to the internet through another router/modem hybrid device, and I cannot connect to my local server using an external IP.

The router device closest to the ISP needs to be the one doing the port forwarding.
The inside secondary router device needs to be just a pass through thing.

Ah okay. My server is connected directly to the second router. If I port forward the first router (closest to ISP), do I need to have it forward to the second router? My local IP is obviously through the second router, so I'm not sure how this works. Thanks for your help by the way, that was a fast reply!

Assuming the inside router is set up correctly as a pass through device (no DHCP), you probably need do nothing on it.
The first router will send the forwarding on to the proper IP address.

So....the outside router should be doing all the DHCP function.
The inside router does little. Acts mostly as a switch or WiFi access point.
