Did I mess up my PC?

Hello, I am trying to figure out why my PC won't boot properly after I OC'd it.. So I just OC the other night (yesterday) and after a few problems I just went back to stock speeds.

Now my problem is when I fully turn my PC off it won't boot without me having to flip the power switch and unplugging the cord and then replugging it back in and flipping the switch. I really don't know what I did for it to cause this.

My current specs are:
i5-4690k
CM Hyper Evo 212
Gigabyte GA-Z97-D3H ATX LGA1150 Motherboard
Corsair Vengeance Pro 16GB (2x8GB) DDR3 2400MHz
1tb WD Blue
Samsung 850 Evo 250gb SSD
EVGA 1070 SC
SeaSonic 550 Watt Gold

hmm I'll try and see tomorrow as I don't like taking my pc out and opening it cause it's a hassle for me lol. You would think it has to be my psu or mobo? I rarely move this thing and I've had it for over 2 years now

will I need to reinstall everything? I just reinstalled windows fresh a couple hours ago
 
Hello... NO... this is just between the MB, Bio's, RAM, CPU and Cmos data... But you my have to re-set your MB Bio's, to enable the EXT PCIE/ Video card, because the CPU/IGT will be defaulted, MB video connector (save&exit)

What are your Current Monitor and Video card use/connections?

okay so I did the cmos reset and I just figured out whats crashing my pc.. My cpu usage is at 100% when I am using some apps or just running a game. I don't know what's causing it. I'm looking through my processes and nothing seems to be there. I just did a fresh install of windows a couple days ago so I don't think it's a program unless I am mistaken. This is so frustrating lol
 
Hello... a Fresh install can have the OS "power settings" at reduced power/sleep states.
1) What was your method of "fresh" install?
2) What OS did you use?
3) How does it crash?

A CPU running at 100% shouldn't be a problem, unless it's causing a temperature/power problem, or the APP is not the one you want running.

Hmm fresh install as in just wiping my whole hdd and ssds and reinstalling windows 10. Well it crashed while I was streaming and playing a game. OBS told me I had high encoding while streaming and playing which I never got before and my screen just went black in the middle of a game.
I think I fixed my problem though. It was the antimalware that comes with windows 10 hogging all my cpu for some reason (which I never had a problem with until now) and I just did some googles on how to lower it/disable it.
 
Hello... 1b) What is your method of "wiping" ? I guess what I'm trying to say here is... "Clean install" deleting all the previous "Partitions" is what I recommend here.
3b) BSOD? I have uncovered WIN10 "Crashware" problems with "Cortana" and "Microsoft.Windows.FeatureOnDemand.InsiderHub_10.0"

Yeah I delete all the partitions and just install it as if nothing were there. No I never got BSOD with windows 10 just a black screen and I look at it for like a minute or two and then just push the button for a reset.
 
Hello... Well... we can look at what the OS has recorded for your System in the Event Viewer... B /

1) Do you have any RED or Yellow marks in your Control panel-Device manager?
2) kernel 41 errors mean the OS was not properly shut down... either by You OR the hardware.

You NEED to be logged on as administrator to the OS...

let's see what the OS is reporting as the error... Right click computer-manage-System Tools-Event Viewer-Windows logs-system.... Click on the "RED" "Critical" errors, for more information... and files/drivers/Apps, comments/suggestions/information, General/Details associated with them B )

Expanding Window panes and Posting screen images from here will help me, help you faster... But copy and posting text will work too B )

I'm not sure what I'm looking for in the event logs but there are a lot of errors and 1 critical which is the kernal.

I think I fixed my high CPU usage problem but I still have boot problems sometimes. And now when I stream (OBS) I always seem to get high encoding allowing me not to stream very good (skipping a lot of frames) I never had this problem before and I'm pretty sure I have the same settings as before. I'm planning on probably investing in a new mobo and i7 because of this but I wonder why I can't seem to figure this problem out.

yeah I don't have that on.. I still have these problems I'm pretty sure it might be software issues as my parts wouldn't really cause this?
