GPU and CPU idle temps are high

My CPU and GPU temps are pretty high. My GPU idles at 40 Celsius and my CPU idles at 36. I am not sure if this is too high because they perform beautifully under load as they both stay around 55 Celsius. Hopefully someone can tell me if the idle temps are fine and if not how to fix them. http://pcpartpicker.com/list/DQmwhq (My parts list for reference)

I don't think the temps are too far out of line. It depends somewhat on airflow in your case and ambient temps. Your load temps are super and really the ones you need to be concerned about.
If you want an Idea of how hot 36c is as hot as the human body is on average.

Not very hot then is it 36c nor is 40c in reality. in fact you could hold your finger on the Gpu die at 40c and keep it there without burning your finger if you could touch it, if not for the cooler doing it`s job right.

Most Graphics cards or the Gpu`s on them will be around 38c to 40c when the card is Idle in windows.
The same also applies to the cpu.

Don`t get me wrong it`s good to keep a check on the temps of the cpu and gpu of your system build.
But in your case Freeway. our pretty safe at those temperatures you are quoting for both.
And you have good airflow in the system case.

With a aio water cooling loop 36c to 38 c is really good for an idle temp in windows os.
Along with the 40c for the Gpu.

When you talk about load though for the cpu to get an Idea of how good the water cooling loop is doing its job run a Prime 95 cpu test, run for at least an hour straight.
If you have not tested how effective the cpu cooler is doing its job it`s a good test.

Your cpu has a Max of about 82c under that with load on the cpu it`s brilliant at 55c max.
