Is it legal to use a Dell oem dvd to reinstall Win7 on an ASUS laptop using the ASUS oem key?

I am not asking if it is possible, i am asking if its legal. I know Dell dvd's do accept keys from other manufacturers.

Do you really believe that Win 7 (except certain drivers) on that particular DVD belongs to Dell rather than Microsoft?
If you believe so, then download a Win 7 ISO, create your own boot device (USB / DVD), and do a fresh Win 7 installation on you ASUS system.

Yes you can use whatever source you want for the install file. You can download the Win7 install files if you want to for free. Your license is for that Asus laptop and you are simply installing the same OS on that laptop so there's no problem.

It'll probably bundle Dell drivers and utilities with it as well

Which won't work for Win 7 and an OEM license.
Microsoft will just refer you back to the manufacturer to obtain the install ISO.
try it: https://www.microsoft.com/en-us/software-download/windows7
Input a valid OEM license. MS will tell you to get it from your manufacturer. Asus, in this case.

Recommended, no.
Either a generic OEM install, or something from Asus.

That Dell DVD will probably include a bunch of Dell specific bundleware.

When the Asus PC was new...when you first cranked it up....it prompted you to create a factory reset DVD for free.
Most people, in the rush to play with the new toy, blow this off.

2 years later when they need to reinstall after a drive fail, no install media. Asus will gladly charge you $40 for what you could have made for free.

Thank GOD now they put the serial in the bios , and the recovery in hidden partition

That hidden partition is of no use with a dead drive...

The MS download site worked with my Dell's key. Shrug.

(No BIOS key on most Windows 7 systems).
