What could be the issue with my PC setup?

My setup is:
Processor AMD FX-9590 Processor (8 core 5.0 GHz)
Mobo: AM3+ Asus M5A99X Evo R20
RAM: Kingston HyperX Fury (8G 1600 speed)
Power:CoolMax ZU 1000 Watt
Graphics Card:Sapphire Vapor X Radeon R9 280X TRI X

I didnt choose the setup so dont blame me for the poor choices. Also I know my processor is trash and my PSU probably even more so, so if you can find an issue then please do so. Thank you in advance for taking your time to look into my probablem and I appreciate it.

What is the cooler you are using? I was looking for the power required for the CPU, to see if the MB can handle this and I cam across an interesting article discussing FX-9000 series (Link below). The important part is this:

"AMD FX-9000 Series CPUs need an extreme Cooling Solution that matches their 220W TDP1; like the Antec Kuhler H2O 920 Cooler, the Corsair Hydro H80i Liquid Cooler, and the Thermaltake Frio Dual Fan CPU Cooler, all available separately at time of product launch".

So any liquid cooler is not enough, also for the MB..hmm dont know what to say...I dont think board vs power has any relation mainly your MB seems they have a great way of dealing with power and mainly for overclocking (I didnt read in details, but...

First of all your CPU is so good, and not a trash! The PSU I think it is lol.

What is the cooler for the CPU? as if you having issues might the cooler so the CPU runs always hot.
What is Case?

and can you be more specific in the question?

Ive been told my processor has terrible performance is super hot. I have a water cooling system so overheating is never an issue. Im just asking if there are issues with the hardware because ive made multiple other threats about my computer freezing and im replacing parts so i need to know what is wrong hardware wise. Ive been told my PSU is terrible. And also ive been told that my motherboard cant handle the watts my CPU requires. I need to know what is wrong

Most of the power will be going to the Cooler & GPU's & Case Fans and any other parts require specific power as the other slots have standards they can't break.

If you remember the fuss happened last month (or before) about RX 480 and it consumes more power from the PCIx16 than it should be which seems wasnt correct completely as the solution was software update. My powers, PCI's, RAM's, CPU's have standards they cant break so I believe when they said AM3+ thats mean all AMD AM3+ CPU's will work unless they specify not.
