I need help for my PC build?

OK so I decided ages ago that I would like to build a PC. I had next to no money saved and a month ago started saving. My friend has a PC and he advised me that instead of getting a 1000 dollar build I should go something cheaper to play older games and slowly upgrade all my parts. However I should buy a good CPU. So I need help with my build. I've spent hours looking for something to get but there is really nothing there. I would prefer an AMD build because they are much cheaper to buy even though Intel are that tiny bit better. My big question is: Would parts like GPU's be cheap if they were from 2013 or something? Or are they all $100-$150? I live in Australia too. :p

dont bother getting old GPU , the new AMD RX 480 and RX470 destroys old cards and they are not expensive .

the same goes for GTX 1060 but a little more expensive .

how much are you willing to pay for the new PC ?
 
PCCG are getting in stock of the XFX TS 550w in a few weeks, best value power supply for the money in AUS, everything else in its price range is either overpriced or low quality.
In response to your original query, AMD CPUs are very poor performing, and have high temperatures and low input per core, which translates to poor performance.
Intel will beat AMD any day with similarly priced CPUs, although AMD has the really budget end covered somewhat, we're talking $300 USD builds.
No point investing in old technology, invest in the latest best value products imo, investing in old stuff is guaranteed to be a disappointing experience, especially later down the line when you realise your components can't be upgraded anymore on the same platform.

I'm willing to pay from anywhere around $450-$650. I'm only 13 too so its a bit hard to save for me and so I wont be getting big money from anywhere.

Although this looks like a good build I forgot to mention that I was only 13 so I can't save up that much. I was thinking that I might have to put the cap on around $650 because of the OS and Monitor and what-not. Sorry!
