Performance of a graphic card dropped(Low fps, halved core clock)

Hi, few months ago I had to change my PSU(the old one has burned down). Since then i've few problems with PC:
1. Sometimes web pages are flickering/blinking/flashing when scrolling with mouse wheel(It happens in every web browser)
2. FPS in games dropped:

  • -In games where it used to be stable 60FPS, now it's 40.
    -In CS:GO While uncapped i could have maximum of 600FPS(capped 300fps were stable), now it's 180-300fps.
3. Graphic's card core clock drops down by half under heavy load.

I was about to refund my graphic card, but I did more tests to make sure this is the problem.
- I had removed my graphic card and then tested on integrated graphics - Web pages were still flickering but much much less than before, I dont know if this flickering could be caused by the same thing as fps/core clock drops, but it is definitely strange.
- Removing one RAM stick(as well as the other one) had no affect.
- I've launched Fire Strike in 3DMark and got ~5000 Graphics score(which is 50% worse compered to other tests) and ~10 000 Physics score which is fine.

So when core clock drops PerfCap Reson goes green which means that indicating perf is limited by total power limit. (Some say that this is fine, but could it be possibly a new PSU problem?)

Unfortunatelly I can't test my PC components in someone's else PC, I could test another PSU, but in 2 weeks.

So could you suggest me how else could I test my PC, or what could be the cause of my problems?

Motherboard: Asus Z170-K
Processor: Intel Core i7-6700K
PSU: Corsair RM 750W
Graphic card: Asus GeForce GTX 970 OC Strix
RAM: 2x Crucial DDR4 8GB 2400MHz CL16 Ballistix Sport

If your systems was running fine, then you changed something and now it isn't working, it's probably the thing you changed. That, or your old PSU took out your graphics card on the way out.

It's probably the PSU.
