PC IS STUTTERING PLEASE HELP. (sorry if this is in the wrong category I didn't know what to put it under)

Over the last few days i have been experiencing a stuttering issue on my PC. Every thing freezes for 1-2 seconds every 20 - 40 seconds which wouldn't be an issue if i was just surfing the internet but its making it impossible to play games or watch videos. It is only affecting video the audio is not stuttering.

If you need my specs here they are:

CPU: Intel Core i7-5820K 3.3GHz 6-Core Processor
MOTHERBOARD: Asus RAMPAGE V EXTREME EATX LGA2011-3 Motherboard
MEMORY: G.Skill Ripjaws 4 series 32GB (8 x 4GB) DDR4-2666 Memory
STORAGE: Kingston SSDNow V300 Series 240GB 2.5" Solid State Drive,
Seagate Barracuda 3TB 3.5" 7200RPM Internal Hard Drive
VIDEO CARD: Gigabyte GeForce GTX 970 4GB WINDFORCE Video Card
POWER SUPPLY: Corsair RM 850W 80+ Gold Certified Fully-Modular ATX Power Supply
OPERATING SYSTEM: Microsoft Windows 7 Professional SP1 OEM (64-bit)
 
try following these steps:
1. Malware Scan
2. Drive health checks on all drives
3. use HW Monitor during use to see if you have overheating
4. check RAM consumption during regular use to see if you have a memory leak.

If none of these steps produce a result then you most likely either have a failing GPU or CPU. Try unplugging your GPu and using the integrated graphics to test this.

The malware scan was clean, drive health check found nothing wrong, my cpu is sitting at 35°C, my gpu is at 34°C, over 30 minutes i was using between 7.72 - 7.79gb of ram then after opening a game it was at 9.5 - 9.58gb.
