measuring pc component power consumption

Hey, I just got an r9 390 rated TDP 250W in an i5 2500k (stock), 8gb ddr3 (no oc 1.5v), ssd, hdd, the idle power consumption with killawat is about 73W, I'm guessing the gpu needs at least 20-25W even at idle, but if the gpu is OCed at all, how can total consumption reach 400W under full gpu load (no cpu usage, 1% max). That would mean the gpu used up 350W and that cannot be. My PSU is an old corsair cxv2 600w (next week I'm getting a new good psu) so I guess it looses at least 20-25% power to heat. My question is, how can I find out without professional equipment, the exact power loss of the PSU at 70%+ load ?
So if the wall meter shows 400W and the PSU can only be 75% efficient, then PC uses 300W and the card is at about TDP 250W right ? All I wanna know, is it 75% efficient right now or even less ?
