High speed LAN using thunderbolt

Can i use Thunderbolt 2 or 3 for creating high speed data transfer LAN connection between two pc. to be specific one is my workstation and one will be the 48 TB file storage server i am going to create. i just want FAST file transfer between those two devices.

i heard somewhere in youtube about a guy who just used Cisco 10 gbe cable and 10 gigabit lan card directly between two pc and attained well to do speeds. (+100 MBPS file transfer speeds).

File Storage server may made by using FreeNAS or WINDOWS SERVER 2012.

Mac can do networking over thunderbolt, but it doesn't seem to be a Windows thing (based on cursory google). 10GE is a possibility. You will have to setup static IPs and no gateway (windows 10 can be picky about that). There are cheap refurb 10GE cards on newegg. Some of the cards include a Twinax cable.
