physical memory usage idles around 96% windows 10

When I go to task manager after restarting my PC my "Physical Memory Usage" is at about 95% and my computer seems to run slower than normal.

It shows my applications using memory but the highest usage it lists is in megabytes... 170ish mb for google chrome and the next biggest is "system and compressed memory" at about 150 mb. but I have 16gb ram... so I don't understand how this is 95%ish usage?

Also when I go to the performance tab on task manager and click on memory... It indeed lists my usage at like 15.4gb in use out of 15.9gb and it just stays there when running idle.

How can I fix this problem?

I'm running windows 10 64 bit. 4790k 4.0ghz cpu oc'd to 4.3ghz. 16gb ddr3 ram (4x4). gtx770

Whenever you see your CPU, memory or HDD usage shoot up to near or at 100% duty although the system is in idle, then you're suffering from what is known as Memory Leak which can result from a corruption in your OS. You should try and reinstall your OS or at the very least try a repair install.

On another note, please make sure to see if your (motherboard)BIOS is up to date as well as all your drivers are in order.
