Hello

I have a custom built pc with an i5 4690k. I am worried about my temps as the can easily reach 80-100 degrees under load and 50-60 degrees idling. (3.5 Ghz)

I would like to know the best type of cpu cooler as i'm planing on overclocking it (to about 4.2Ghz) but i wont be able to because of the temps.

I would like a cooler that would reduce the temperature to about 30-35 degrees on idle and under 70 while on load. Not too loud either as i've heard that for example the h110i v2 is very loud.

ps. anything under 250 USD would be preffered.

ASUS z97-k usb 3.1

Corsair Ballistix sport 8gb
Galax gtx 970 gamer oc

With that case I would go with the Cryorig H7 as it should fit perfectly in that tower. Sadly it only supports 120mm radiators which is lower end water which I wouldn't recommend.

Noctua coolers are excellent for air coolers or the Cryorig H7 for a budget cooler. For AIO I would go with the Cryorig A80 as it cools very well for the price as long as it fits in your case. Most ppl will recommend going with high end air (Noctua or the like) over AIO since there's always a chance of it leaking and destroying your system and that air is typically quieter.

Since you did say your budget goes up to 250 USD I would look into a new case, the NZXT H440's are excellent. Something like this would be really nice (there are other colors for the H440).

Solution
You don't need to spend $250 on a cooler - that's more than your CPU is worth! You could've bought an already much faster i7 4790K for less than the i5 + cooler.

A Coolermaster Hyper212 EVO or Cryorig H7 for $25-35 will be more than enough for your modest overclock. Don't waste your money.

Im thinking about getting the h440 and an i7 4790k with a cheaper cooler like a noctua or cryorig. would you say that would be good?

If your just gaming and not streaming/video editing you don't need the i7. You could just get the Cryorig H7 and another set of 8gb RAM (16gb Total) and call it a day. Both together should cost less then $100 and would make a noticeable difference for performance (post overclock with RAM).

if i don't get the 4790k and get a second gpu (a little less expensive) would that be worth it or will it bottleneck?? or maybe replace the 970 with a 1060 or 1070

I would only replace that 970 if you're unhappy with the performance, but you could easily put a 1070 or 1080 without issue with that i5. You could also get a second 970 but its always better to get the single better card which would be either the 1070 or 1080.
