Windows on SSD how to access files and programs on old HDD

My SSD has a newer OS then the HDD, so can I access the files, and if I can't, what do I do so I can?

you should be able to access the files but you will not be able to run the programs without reinstalling them.

probably seems like a dumb question, but where do I reinstall these files and programs? Like let's say I have Microsoft Office, and I want to be able to access that when I boot from my SSD. What do I do?
