My components are: Asus Z170-A motherboard, i7 6700 M8 Skylake, gtx 950, 16 GB RAM, 650W psu.

I'm wondering what voltage and GHz my CPU should be running at? My motherboard supports overclocking but my cpu obviously doesn't. Can the motherboard potentially damage my cpu?

I'm not quite sure I understand the question. Are you asking if the motherboard at default settings is capable of damaging the CPU? If so, no, you are perfectly safe. Without specifically going into the BIOS and changing the settings your motherboard will not deliver any damaging amount of voltage to the CPU.
