Motherboard won't recognize USB devices

I bought a Gigabyte H110m-A motherboard as part of a new PC build. When I put the system together, I found that the board wouldn't recognize any USB devices in the BIOS. After installing windows 10 via an old CD drive and installing all of the drivers for the board from the supplied CD, I still couldn't get any USB devices working. I tried resetting the CMOS, enabling legacy support, and reinstalling the windows device drivers through device manager. I then bought a new board: an ASrock h170 Pro4, but am still having the same issue. I've since tried to use a different power supply as well, without any difference. on another note, both boards also don't power down properly, with the case fans still spinning after a shutdown. If I shutdown in the bios, the screen freezes and with a small terminal in the middle, with the fans still spinning.

I've never seen anything like this before, anyone got an idea of what the problem could be?

Installing new drivers didn't seem to help, I'll report back once I've flashed the BIOS. given that the PC doesn't seem to shut down correctly, do you think that flashing a new BIOS is wise?

so I flashed the BIOS to version 2.20, but I'm still having the same issue. any other ideas, or should I set up an RMA on the board? I know it's extremely unlikely for 2 boards to have the same problem, but I don't know what else it could be.
