not unless your room is 120F.
what is your motherboard temp showing (indication of your case temp) and if this is high then you need better case cooling.
it should be 5-10c at most at idle above your motherboard temp (make sure your gpu is really under no load)
50-60 is more of 20-40% load area.

My R9 290x idled at 29C, and reached 60-70C under full load with fans at 35%. Definitely not normal to idle at that temp, even for a reference card.

you must have gotten a good card as toms hardware says the ref card will hit 95c in no time at full speed and use every bit of that cooling fan

Yeah I also didn't see that he was referring to a reference card, my bad. Mine was an MSI Lightning.
