Graphical Artifact / Glitch

Hello! A few day ago i have noticed that i have some graphical artifact (little white pixels).

This happens only on some textures. Every time they are placed randomly. Also saw this in GTA V, but i find temporal solution: alt+enter, move window and back to fullscreen. Other games like Wolfenstein The New Order, MGS V and etc. works perfectly. I have latest NVIDIA Driver (368.81,GTX 760,Win10 x64) and i also not overclocked my GPU. I'm try to delete and install again, but it doesn't help. I'm try to reinstall Windows and nothing. Any solutions?
 
Solution
It is recommended the old driver is removed thoroughly, because the normal Windows uninstall method could still leave bits of the old driver there. There are utilities to help make the process more thorough. For example: http://www.guru3d.com/files-details/display-driver-uninstaller-download.html

However, seeing the issue is random I'm of the mind it isn't a bug (specific conditions would trigger it otherwise). By all other accounts it sounds like the softwares are working fine and the system isn't crashing. Steam and similar have a repair game option to check file integrity if you haven't already, but generally those are for more profound issues with the game.
I think you may need to clarify a bit more. Looking at the clip you've posted I have to admit I can't see the problem you're referring to.

Do these white pixels you mention stay in the same spot on the screen? Do they move as if they're a part of the object?

If it was a normal texture problem, I expect the entire texture to be effected (if access to the texture is slow for example). Do you have any programs which monitor your hardware? Some check GPU temperatures which might be worth a look if it is a GPU issue.

GPU temperature is ok. Sometimes this white pixels move as if they're a part of the object but sometimes is not (depends of pixel's color).

Now you've pointed out the location I see what you mean: a bit more than a pixel, more like a flash at a precise moment. Was almost tempted to think lens flare or some other similar graphical flourish.

Have you cross referenced with the other games where this occurs? Or, if it occurs in more than one point of the same game, does it occur in the same spot?

I ask because the paranoid in me would want to eliminate the monitor as the issue when it tries to replicate a particular colour or something like that...

Random position always. Sometimes it happens, sometimes is not. (The Witcher 3, GTA V, CS:GO but not in MGS V: TPP)
