Decent Value Upgrade from R9 280?

So my Sapphire Dual X R9 280 3gb has served me well but I would like to upgrade to something more energy efficient, faster and quiet(a less lengthy card would also be a benefit because of my small case).

With the new cards that are out by AMD and Nvidia, would a RX480(70) or a GTX 1060 net me a decent bump in performance? It seems like the energy efficiency is there. I'm really looking for the best bang for my buck. I currently game at 1080p, I may in the future be interested in buying a faster refresh monitor (current is 60hz). Definitely looking for the best bang for my buck, also I need a card that is less than 10" long.

Cards I've been interested in:
PNY GTX 1060 - mainly because it's actually priced at 250, had good experience with PNY before.
Mini ITX versions of GTX 1060 - I don't know if they would be loud because of one fan.
Sapphire RX 480 Nitro - I like the looks but the price seems too high

TL;DR - Looking for the best value upgrade from my R9 280 that will fit nicely in my Core V1 case.

Either the RX 480 or the GTX 1060 would be a pretty big upgrade over an R9 280, the RX 480 is ~36% faster on average and the GTX 1060 46% faster on average @ 1080p, though the gap between your R9 280 and the GTX 1060 will close.

When it comes to something quiet and efficient, there's not really any comparison, the GTX 1060 beats the RX 480 hands down, even the single fan ITX style 1060's. The GTX 1060 is the better buy for right now, though the RX 480 will pull away in the future... I'd still rather have the GTX 1060 unless you have a Freesync monitor.

RIght now 1080p 60hz, I might think about going to 1080p but higher hz in which case a free sync monitor would be a benefit (only because it seems like Gsync monitors are more expensive). However it's likely I'll just keep my current monitors.

Free sync could be a possibility in the future but I'm not sure. I feel like I would be more likely to buy a HTC Vive than a new monitor. But either way I don't see myself getting a new monitor or VR system any time soon, more so looking to upgrade the GPU now for a killer 1080p experience and sell my r9 280 while it's still worth something.
