Is power supply throttling this system

After doing a few upgrades and seeing big improvements from these i am now wondering if it is also my PSU throttling my system

CPU: FX-8320
GPU: GTX 670
PSU: 550W corsair
CPU cooler: Noctua NH-D15
Motherboard: Gigabyte 990X gaming SLi board

It definately not thermal throttling and i dont think it is the vrm's as it all stays over 20 degrees on the thermal margins but when i overclock to 4.2GHz after 5 mins on prime95 the frequency starts to drop to 1.4GHz.

There is no such thing as PSU throttling. If you try pulling more power from a PSU than what it can reliably deliver, you either get crashes, data corruption, random shutdowns or reboots.

If your CPU is throttling to 1.4GHz, it is usually because something is overheating. You say your VRM is 20 degrees within margins, but what about the CPU?

No sorry the mother board temps sit at around 40 degrees and the CPU has over 20 degrees temp margins using AOD
