Looking for a new Power supply

I have a really crappy Chinese power supply and I was thinking about upgrading. I have an inspiron 570 with a HP - P3017F3 PSU. I was thinking about upgrading to about 400 watts. I think I found some decent ones under 30 dollars. A friend of mine gave me a ATI Radeon 7700 and I've been unable to use it for months. Just wanted your guys' opinions. P.S. I live in the U.S and I was thinking about shopping via Amazon

Yes, the black tips. That pic is of a molex-to-PCIe adapter (generally not recommended due to different voltage standards for each end). A new power supply will have that 6-pin PCIe connector attached, so you just plug it in directly from the new power supply.

Thanks for the suggestion. Just one last question. What type of power supply cord would be used for the the ATI Radeon 7700?
