GTX 1070 - 100%+ constant TDP low clocks

Guys I need your opinion with how my card is behaving. Every time i play games or run benchmarks, it always hover around 100%+ TDP as per GPU-Z and afterburner. I can't seem to push the card above 2030MHz because of this.

I also have another problem with the card being extremely slow to enter BIOS after a reboot. The monitor disconnects when I do, then a black screen will appear for around 5-15mins before it goes to BIOS. When it's from a cold start it enters BIOS just fine. I don't have a problem with this when I connect using HDMI to a TV. I am using DVI for my 144HZ monitor.

My GPU-Z also shows PWR and VREL alternating on "perfcap reason" the entire session during games.

What I have already done: Reinstalled drivers cleanly, power options and nvidia in performance mode, updated mb bios, cleared cmos, changed DVI cables, un OCd my cpu, bypassed surge protector, tweaked many bios settings, and a couple more other things.

I really don't know what else I have not done. If you guys have any idea I would appreciate it.

I'm not sure what the first issue is here? It sounds like to me that the card is properly boosting to it's max clocks. My GTX 1070 hovers at around 109% and ~2000MHz while gaming. Are you looking to overclock more?

I am not sure about the second issue, can you try HDMI to your 144Hz monitor?

I have not tried HDMI (because ill lose 144hz) but I'm pretty sure it will work because I can boot bios just fine on my tv (when you disconnect dvi). I have yet to try a DP cable since I dont have one.

I dunno man. Something just not quite right with this card. With the stutters, bios boot issue, high latency, and others, it just doesnt feel like I paid for a $500 card (prices suck in our country). I've seen other 1070 owners not having these issues which makes me want to return the card. But like as you said, they will find this card to be working just fine. Every time I see a stutter free 1070 Witcher video, it makes me wanna buy another 1070 just to prove this one's not performing as intended. But then I run the risk of not rma-ing the old card or reselling it low which will add up to my loss.

Well, I don't think the GTX 1070 can push 144 frames on The Witcher 3 even at 1080p. You never mentioned stutters, high latency, and other issues. What other issues are you having?

I wasn't expecting it to hit 144 frames. It hovers around 60-80 fps which sounds about right with this card. My gripe was with the stutter. Every 10 secs or so it freezes for like half a second. Tried all the Witcher tweaks to no avail which makes me think that somethings wrong with my card since I see videos without the hiccups.

The high latency part I already figured out a fix. Explaining "why" is another story. You see my pc is hooked up to both my TV and 144hz monitor. Every time I am in AV mode with my TV (watching cable) I get latency of around 300-400 with regular spikes. When I switch it to HDMI and extend my desktop, 20-30 latency consistently on idle. Maybe the signal of my cable interrupts with I dont know.

My best benchmarks with Firestrike and Heaven is 20300 graphics score and 107 fps respectively BUT those results were obtained with extreme tryharding. (windows display low, fans to pc, services disabled, geforce experience uninstalled). Without tryharding I get paltry results.

I'm sorry if this sounds too much of a 1st world problem but I am living in a 3rd world one (lol) and $500 for a card is really expensive for us. I just want to make sure my card has no defects not even the slightest one so I can make the proper decision (reselling/RMA/wait for drivers/further troubleshoot)

I'm not too sure about the stuttering while playing The Witcher 3. It runs perfectly smooth on my GTX 1070 while capped at 60 FPS. Can you take a screenshot of MSI Afterburner while these stutters are happening? Is it reflected in the FPS graph?

Nope does not show frame dropping which is weird. Ill try to make a video of it tomorrow. It does show a drop to 40% gpu usage consistently every 10sec or so. Like clockwork. In between those skips the game runs smooth.

Contacted palit support and he gave me a new bios for my gpu which i flashed. Still the same. Long boot to bios when coming from a restart. High latency when not extended to hdmi (tv). Still stutters im witcher. Other games are fine thou.

Bought a dp to dp cable. Does not display anything when set to dp input. Tried connecting both dvid and dp and it gave a bios loop once. Other times an even longer bios loading (10mins). My heads hurting lol

Update-

So I got the Display port working but only when the DVI-D is also connected. Basically I can't boot with Display Port alone it will only show a black screen. But when using DVI-D it will boot just fine. So I boot up using DVI-D, duplicated my monitor 1 (DVI-D) to monitor 2 (DP) then switch input to Display Port whenever I get inside Windows. This is just a retarded workaround pardon my french. It should be working with Display Port whatever I'm doing and not need this setup. Also I'm still getting latency when HDMI (tv) is not connected and extended. So now, I have 3 cables connected to my PC just to solve a) latency issue b) enable to use Display Port.

And I still cant get into BIOS after a cold restart!! And witcher 3 is still freaking stuttering!! And the shop I bought this from (PChub Philippines) are ignoramus when it comes to checking for problems (they just run Fumark oh how advanced!). Whoopdidoo $500 item!

First of all, I would just like to thank you Warmacblu. You've been the only helpful soul with my case.

I have figured out the Witcher 3 problem. It turns out my gc.ini file has settings that have been tampered probably by my brother. A quick lookup on the internet with the default values has solved the problem for me.

My Display port problem has been solved as well. I don't know what I did to fix this. I just went in Windows using DVI-D. Duplicate it with DP. Disconnected DVI-D. Reboot to test and it now boots up using DP.

The BIOS issue was fixed as well surprisingly but I need to observe/test it more when I return from work. It seems like DVI-D was the issue regarding the BIOS boot black screen.

So after a lot of tweaks, I guess I put myself in a position where this card cannot be RMAd anymore. Still disappointed. Premium cards (or cards in general for that matter) should work out of the box. I cant imagine casual buyers be able to properly diagnose such issues. Latency, Bios boot, Display Port, Outdated GPU Bios. Sheesh.

No problem. It stinks that you had these issues. My ASUS GTX 1070 was literally plug and play. I did not benchmark it but I was able to run the games I like at the settings I want so I was pleased.
