What is the difference between an ATX psu and an ATX12V & EPS12V psu? will it affect anything in my build? This is the motherboard that I will be using

does it matter if I use an ATX or ATX12V & EPS12V PSU and if a PSU says it supports Haswell chips will it work with Skylake as well?
Also, have any of you had any problems with OEM version of Windows 10 when building you PCs?
Thanks for the help
