Windows denies HDD access, how do I recover its data?

When I try to open my external HDD in Explorer I get the error message "X:\ is not accessible. Access is denied." I've been googling around and tried to change ownership, etc. on both Win 7 and 8.1but to no avail.

The drive itself seems to work fine, most or all files show up if I scan it with Piriform's Recuva for example (the file tree at least) and according to CrystalDiskInfo it's fine too, it's just Windows which is unwilling to let me work with it.

Can somebody name me a good (and preferably free) software be for copying those files to a healthy drive? I tried Recuva as I said, but it just seems to scan for and recover deleted files (the ones I'm looking for aren't, they're just inaccessible). Or maybe there is another trick (would booting into Ubuntu work or sth)?

The same "X:\ is not accessible. Access is denied", it never changed. I booted into Ubuntu, moved the files off the drive and reformatted it now.

If the software I use ran on Linux, I would've left Windows with its UAC and permissions years ago, hah.
 
Are you sure, you used elevated command prompt? Note windows heading - it says Administrator:

Hi,

It can be a hardware issue with your system’s USB port; might be it is damaged and that’s why the drive is not appearing anywhere. I would advise you to check your hard drive by connecting it to another USB port.
