Windows doesn't want to boot up after a clean reformat and graphic card driver installed

I decided to do a clean reformat using alienrespawn windows 7 on my Alienware m17x r4 because it was causing a lot of screen artifacts and freezes a lot upon loading up to windows.

After the reformat I updated my graphics card drivers to latest, but upon restarting it doesn't load up to windows, it's stuck to where it says "starting windows" with the windows logo.

The only time it loads up to windows is to when I switch to onboard /integrated graphics card, when I disable/uninstall the drivers for the ati radeon 7970m, or when I go into any of the "safe mode" options

Also, Dxdiag doesn't recognize any hardware from my computer specifically for the display, but the thing is whenever I go to Device manager everything seems to be there. I also downloaded a program "speccy" to see if it can detect my hardware. Gladly, it did..

Another issue that I have right now is that whenever there's a video like youtube(sometimes images), there's a significant delay between the mouse pointer and my mouse movement.

Other thing that I did to see whether there's a hardware problem going on, I ran the "ePSA" Built-in Diagnostics in my Alienware system. Fortunately it didn't have any hardware problem as far that diagnostic went, but I don't know how reliable that is.

As far as my issue is going I'm am able to run my laptop normally with the graphics drivers disabled, mainly the ATI radeon 7970 Driver.

PS: there's an exclamation point under my onboard graphics card also when I look it up in device manager. I don't know if it helps this issue. Also, I've repeatedly installed/uninstalled the graphics drivers but it never did anything to fix it. It still got stuck at "starting windows" with the windows logo.
