Computer won't start up with new motherboard

Just purchased a Pro Gaming H170 Motherboard, Intel i7 processor, new cooling system, and new DDR4 2x8 RAM. Installed all hardware, and now the computer will not boot up. The motherboard flashes continuously and the monitor is showing there is power going to it, but the tower will not fully turn on. Help?

Major hardware change requires a reinstallation of the Operating System.

Try booting with no HD installed and let us know what it does - what was the previous mobo

No hard drive installed - graphics card blinks once but other than that no change.
