gtx 1060 on 450w psu?

i have a 450w with a msi gtx 750ti dual fan. i had an msi gtx 650 and was working fine. is my psu good for a zotac 1060mini? cz the 1060 just arrived to lebanon and its priced at 250-300$. also i have a asus gtx 780 directcuII oc which i can buy for 250$(used). which card is better for me?and should i upgrade my psu? full specs : intel dh61WW mobo.8gb ddr3 ram (2×4gb). msi gtx 750ti dual fan. intel core i5 3330 3ghz x4. appreciate any help
 
Quality of PSU is equally important, a low quality unit would put your whole system at risk, a good quality unit would be perfectly fine. A system with 780 needs a good 600w with at least 42A on the 12v rail.

What exact make and model PSU do you have?

It's a piece if junk I wouldn't trust to power a toaster. Made by PowerMan, not 80 Plus certified, 30a on the 12v rail IF it can supply what it's rated at which is doubtful.
