Building a pc, what cpu and motherboard do you recommend to compliment my build?

Plan on building a new pc and saving as much money as possible by grafting from a old pc. Build plan at bottom of page. However with all the new tech that has come out I have become greatly confused on how many pcie lanes will be supplied by different cpu and motherboard combination. What would you recommend for future expansion proof cpu / motherboard. Ideally id like to have a spare m.2 port and enough lanes to run a 2nd 1080. I would be willing to additionally buy 32GB ddr4 ram but from what i have heard it is not a significant upgrade so I would rather just pull my current builds ddr3 and save some cash. Also I have had too many bad experiences with Gigabyte motherboards, please exclude their boards from suggestions or give specific reasons why I should consider them over an equivalent board over another manufacturer. Don't need anything too flashy or expensive so the cheaper the combo the better, as long as it doesn't hold back other hardware.

TL;DR Pick me the cheapest motherboard and cpu that can handle the following hardware without holding any of it back.

The Motherboard and CPU look like they are plenty powerful, but are they limited to 16 lanes of PCIe 3.0? Would that be a problem with 2 1080's, sound card, wireless card, and the M.2 SSD? Also I was hoping the sea hawk hybrid cooled GTX1080 would run cooler quieter and allow for a higher overclock than a air cooled card as the GPU ages and games become more demanding. Since you are suggesting I stick with air cooled CPU would you also suggest I go for a air cooled GPU or does the GPU benefit more from watercooling?
