Hello, i am running a Dell Optiplex GX260 with a Intel Pentium 4 processor running Windows 7 Professional and for no reason my computer is slow, it is my processor?

Yes. its a pentium 4 which is really too weak for todays programs. Even facebook was too slow on my old dual core P4 and I disposed of it years ago.
It might make a good retro 95/85/XP game box if its still in good working condition. Many old games dont work well under 7 and up OS's.
