So my specs are :
CPU - Intel Core i3 2120 @ 3.30GHz
RAM - 6 GB DDR3
Motherboard - Gigabyte GA H61M-S1 (16GB ram supported)
PSU - 450W
1TB HDD

Can my pc run a gtx 1060 graphic card?

That really depends on the game. Some games are more cpu intensive then others. On those games your cpu will be a good bottle neck wheres its an i3 dual core. Rule of thumb, Always better to have a quad core cpu. Those are the normal standard for gaming purposes, Also 8 gigs of ram. Youll be fine for gpu intensive games but multiplayer games like battlefield use a lot of cpu power.

Well ...
The 1060 is good match for i3. There will be no HUGE bottlenecks if at all. And even if they are to happen, you will be still getting good FPS.
The real problem with your computer is the PSU.
You can not use GTX 1060 with it. A better unit is required as this one can provide max 216W on 12V.
The GTX 1060 is 120watt part and the CPU + the rest components are another 100-150Watt. That's way over what your PSU can do.
