The first thing you need for good surge protection is a good ground from the outlet where you plug your stuff in to actual Earth and utility ground.

Where surge/lightning protection is concerned, surge protectors like the isobar are much better than any UPS I have seen but you need to keep in mind that all your external inputs (coax, LAN, phone, other equipment connected to anything outside your "protected zone" also connected to your PC) must go through surge protectors grounded at the same outlet before connecting to your equipment or surges may find their way into your system through those alternate paths. As far as UPS are concerned, based on what I have seen in America, most are fundamentally the same and my general recommendation is to go with the biggest battery that fits within your budget and easily covers your power requirements. In your case, you should be looking at units 600VA and up.
