Hello I couldnt find any info if its voltage unlocked or not, I am going to buy this one or the Zotac FE edition 1070

Please help :) and how much OC I can get?

It's voltage locked. There is no definite answer to how much you can OC due to silicon lottery. You know once you have one and tested it.
Only ASUS Strix and EVGA classified is known to have a modified vbios.
