What should I upgrade a CoolerMaster CM Sphere on FX8350 to?

I have a very demanding CPU AMD FX8350 and an old CoolerMaster CM Sphere cooler. FX8350 is downclocked a bit, because otherwise it heats too much.

Here are the temperatures I get when stress-testing. I use a utility for Linux called `stress`. I run a quick and dirty test for several minutes until the temperature stops increasing:

1 core 100% load: stops rising at 50.0 C
2 core 100% load (total 200%): stops rising at 58.5 C
3 core 100% load (total 300%): stops rising at 66.5 C
4 core 100% load (total 400%): I become nervous and stop the test after 20 seconds.

I don't know much about coolers, and I don't know how to choose a better one. I suppose that, even though CM Shere is quite an old model, new technology doesn't make newer coolers of the same price much better. CM Shere looks quite intimidating for me, so I'm a bit surprised at its poor performance : )

Now, the questions:

1. Are those temperatures I get in stress testing expected for my cooler/CPU combination, bearing in mind that the CPU is downclocked? Could it be that I just screwed up something when installing the cooler (I did apply thermal paste at least, heh)? I can post the exact downclocking options from BIOS if it matters (yes, my motherboard doesn't have UEFI).

2. CoolerMaster 212 EVO is said to be a good cheap choice for FX8350. Will it allow me running at at least 500% CPU usage without downclocking or overclocking? Good performance in games is not the main goal here, I mostly need this for testing things while programming.

3. Does it make sense to shoot for more expensive coolers if I'm not going to overclock the CPU?

I would expect the sphere to deliver lower temps then that - I advise remounting. If that doesn't help, grab a Hyper 212. Don't bother with more expensive coolers, it's probably best not to dump much money into an FX machine in 2016, given that it's already 4 years old and essentially discontinued.
