Enough Power for MSI GeForce GTX 970 4G?

Artifacts are appearing on my GTX 970 after seven months of use. I have concerns the PSU or GPU is failing. Can you help me troubleshoot this issue?

Description:
Every 30secs to 1 min during a game, the bottom-third of the screen will flicker with echoes of the current image in four large 'bar codes' or flicker white 'bar codes'.

Technical Information:
Artifacts are appearing on my GTX 970 when under load from XCOM 2, Borderlands Pre-Sequal, and other video-intense programs. I downloaded MSI Afterburner to monitor voltage under the Kombustor test. The VDDC jumps between these numbers when the artifacts appear: 1.162V - 1.143V - 1.125V. The Core jumps between 1303MHz - 1290MHz aligned with the 1.143V - 1.125V. Temp reaches 73 Celsius, but no more. I double checked all connections. Additionally, I used the GeForce Experience to place all games at Optimal. I've checked the Corsair website and the none of the PSUs are listed to be compatible with the i7-6700k Skylake. That indicates to me, the PSU is the issue, but I'd like to make sure.

Based on all the components I'm running, I'm not sure how to calculate the total power use to determine if the GPU or PSU are the issues.
