800 Dollar streaming/gaming pc

Hello everyone,
I want to build a pc around 800 dollars for gaming and streaming. I would like to have a rx 480 gpu in that build. I will mostly be playing fighting games like sfv and csgo, and popular new titles from time to time. Id like to play the games at 1080 60fps. And steam games at 720p 60 fps. Right now what im stuggling on is which cpu i should pick. Ive been researching mainly i5, xeon(mainly e3 1231 v3), AMD fx 83xx or above. Im really overwhelmed with information right now and i need help. Also an i7 would kick my budget up too high. So im ruling that out.
Thanks in advance! Also im not a fanboy of any brand. So open to all suggestions.
