Please ANYONE THAT CAN HELP NOT ABLE TO OC CPU AFTER WIN 10 ANNIVERSERY UPDATE

So after getting hyped and excited for some of the new features of the new Windows 10 update, i was finally able to update my machine yesterday. My rig has an FX-8350 OC'd to 4.7GHZ with an increase in voltage to about 1.45 volts on the core (or at least it WAS), an MSI gaming 8g GTX 1070 slightly OC'd (+100mhz on the core and +300 on the memory and no extra voltage or power tweaks), a plain 7200RPM Seagate HDD, an optical drive from an HP computer, 2 DIFFERENT (in manufacturer, clock, and cas-latancy) 8GB DDR3 sticks running in dual channel at 1600mhz, and an MSI 970A-G43. NOW PLEASE DO NOT TELL ME ANYTHING ABOUT TOO HIGH OF AN OVERCLOCK AS MY SYSTEM WAS PERFECTLY STABLE AND COOL BEFORE THE UPDATE. OK, so now that i listed my hardware exactly, it's time for the problem at hand. I use AMD Overdrive to overclock my CPU and it worked perfectly fine for me before. But after the update when i tried to OC my cpu, my screen would go black, come back again, go black, then send me straight to my lock screen. Whenever i even ATTEMPT to go past the initial screen and enter my password, the screen flips out in a spectacular show of just gray, then sends me back to that initial screen and glitches out for a few seconds. It just loops like that until i manually shut off my PC with the power switch on the case or use the dedicated reset button. And yes, i tried uninstalling Overdrive and reinstalling it. Nothing. I tried to overclock through the BIOS. Same. I had even fully uninstalled my graphics drivers using the utility DDU (display driver uninstaller) and reinstalled them thinking that somehow my graphics drivers were corrupted and that they were able to miraculously stop me from OC'ing my cpu. I can overclock my graphics card fine though and I have even tried playing games in my system's current state. The problem is that my CPU's OC prevented my GTX 1070 from being massively bottle-necked in some of the games that i play like GTA.I thought that my Windows installation might be corrupted somehow and i was actually thinking of backing up my important files and then doing a fresh install of Windows. I want to be sure though and since there is not even a scrap of information about my strange issue, Im rely on anyone who can respond to this thread. Also my Steam and Discord voice chat apps don work. To anyone that responds, Thank You.
 
There are a lot of issues with the anniversary update.

Also, I never recommend a software overclock. For safety sake, please always overclock through BIOS.

Since you've already done a software overclock, you may have to uninstall AMD Overdrive and restart a few times to clear Windows of AMD Overdrive. Now that that's dealt with, please turn off the tower, unplug it, press and hold the power button for five seconds to drain any remaining power, open the side panel and remove the CMOS battery from the motherboard. After five minutes, put the CMOS battery back in and try booting. Please note that all BIOS settings will be reset when you remove the CMOS battery.

The reason to remove the CMOS battery is that the BIOS may be expecting a software overclock since you've done it before. By clearing CMOS, we remove this expectation.

Once done with that, try your overclock again but do it through BIOS settings.
 
Before you try reinstalling Windows, you might try going to Settings>Windows Update> and uninstalling the update to see if the overclock comes back or not. It could be a coincidence (doubtful) that something else occurred at the same time as the update.

OMFG So i came back a few hours later and swa both BadActor's and weberdarren97's posts (btw thank you both so much for responding). I was first going to try to do what weberdarren97 said but first i decided to use Overdrive again just for the hell of it. And it worked. Keep in mind that even when i overclocked through the BIOS it did not work! Again, thanks for the help guys if anything else like this comes up ill be sure to use your recommendations.

Alright so as an update my victory was short lived as when i rebooted my pc, I went back to square one. I then tried out weberdarren97's method and so far it has worked, but for some reason the changes i am making to my voltages do not make a difference and my pc decides to run an OC'd fx 8350 at a core voltage of only about 1.34. It makes my pc EXTREMELY unstable and i get an instant crash and blue screen when running an intensive task such as a game. I will attempt to correct the voltage problem and keep anyone that cares updated on what's going on. Once again, thanks in advance to anyone that contributes to the thread and helps me out!
 
Is this your motherboard? If so, there are no heatsinks on the power delivery systems for the CPU. How about these heatsinks and this thermal paste for the VRMs on your motherboard?

If your VRMs are overheating (which they probably are), then you will run into power delivery issues, including voltage droop.

Just as a side note, I managed to get my FX 8350 to 5.2GHz at 1.365V... But I was using a motherboard with a 6+2 phase power delivery system with included heatsink, so I had an advantage from the start.

Yes that is my board. The weird thing is that through AMD Overdrive i could easily raise the voltage to match my overclock before, but now when i try to raise the voltage through MSI's BIOS (and it does show here is a screen-cap file:///C:/Users/Aram/Pictures/Screenshots/Screenshot%20(52).png), my voltage does not actually increase at all in the real world. I want to raise it to get some stable performance in games. If anyone knows how to fix this please reply!
 
You need to upload your image to a hosting site like Imgur or Google Drive then simply post the link here. If using Google Drive, please make sure Link Sharing is turned on.

Have you tried going into BIOS and loading optimized defaults, then restarted and tried the overclock again?

When you're configuring voltages and clocks in BIOS, please do them separately. Adjust clock speed alone, save and restart. Then continue to adjust clock speed with each restart. Adjust voltage as needed, but never adjust both clock speed and voltage within the same restart. Do one, save and restart, then do the other.

Update: I have tried to change ANY value for voltages and various combos of them but while the multiplier for the clock speed carries over fine, nothing that i can think of is working. I have even tried what you said weberdarren97 but i cant find a load optimize defaults anywhere on my bios. I will upload a pic of all the screens of my bios in a few days and try to keep the thread updated.

ALSO I DO STILL HAVE AMD OVERDRIVE INSTALLED I DO NOT KNOW IF IT IS INTERFERING WITH MY VOLTAGES BUT I WILL TRY TO UNINSTALL IT AND RESTART A FEW TIMES TO SEE IF THAT AFFECTS MY RESULTS.

I swear this is getting stranger by the minute. First of all, AMD Overdrive is telling me that my current core voltage is at 1.312-ish volts; whereas a different monitering software running at the same time is telling me that my core voltages are fluctuating at around 1.4-1.42 volts. ON TOP OF THAT (since my CPU only causes crashes now instead of full on blue screens when I run intensive tasks) I HAVE READ THAT IT IS A SIGN OF HAVING A FREQUENCY THAT IS TOO HIGH OR A GAME THAT DOES NOT SUPPORT THAT HIGH OF AN OVERCLOCK. THIS IS VERY CONFUSING. I have already been running my 4.7 GHZ OC on my FX-8350 for months now using AMD Overdrive while running the same games with no crashes. At this point I'm not even sure what the problem truly is! Read my other posts as they may have some key information though.
 
What AMD Cool N Quiet does is it regulates voltage and power delivery systems to keep the CPU running cool. However, different BIOS implement the features differently, and it doesn't always play well with special proprietary power delivery systems.
