Custome Build, Which should i choice? or is both bad XD

I have no experience in finding good parts for building computers... but i suggested some random build to a random person today...and i want to know is there anything i could improve on.

Right now i suggested this build to that guy
CPU:- I5-6500
Mobo:- Asrock h170 fatal1ty performance
GPU:- Gigabyte GeForce GTX 1060 G1
RAM:- Corsair Vengeance LPX Red DDR4 3000MHz 4x4GB (CMK16GX4M4B3000C15R)
SSD:- samsung 850 evo 250gb
HDD:- WD 1tb Blue
CPU cooler:- Deepcool gamer storm captain 240
PSU:- FSP Hydro G 650W
Case:- Corsair Carbide spec-01

The build above is the person maximum budget (my coutnry money, not USD)
I choice a semi Red theme for the build and using Better overall quality components...(this is at least what i think)

but i want to give that guy a better GPU...

an other build i came up with.
CPU:- I5-6400
Mobo:- Asrock h170 fatal1ty performance
GPU:- Gigabyte GeForce GTX 1070 G1

So my question is, is any of the build above good? bad ? okay?
(they both have exactly the same price, only 10-20 dollar more for the 2nd one (my country money again)
and What should i take out and put in?

The person mainly plays GTA 5 Skyrim CS:GO @ 1080p
I know 1070 might be overkill for 1080p, but i want to know is it worth having a 1070 for a lower end CPU, case, Cpu cooler and SSD. THX

BTW, does XMP work with that build?

Both are good builds. That motherboard is able to overclock RAM, but says that only certain modules are compatible (Kingston and Samsung). I would use 2 sticks rather than four as it's cheaper and easier on the memory controller. The i5 6400 can run the 1070, but it's not really optimal. Pairing it with the 6500 would be preferred. You may be able to cut back on the PSU to a less expensive one (XFX TS 550 or Seasonic S12II 520) to make it possible.

Solution
Well, technically it does support XMP, but this is useless if the motherboard only supports the native frequency of 2133MHz.
XMP is essentially what is used for RAM clocking, meaning changing a 2666MHz ram kit to actually run at 2666MHz for example, not much to talk about. It refers to overclocking CAS timings of RAM, which doesn't relate to frequency or CPU overclocks at all.
Additionally, it is only compatible with select Samsung and Kingston models, so not really worth it to be honest.
If you want to overclock a non-k CPU, the K4 Hyper series is what you're looking at.
Would you be interested in also buying from Playtech.nz? They're pretty good for pricing.

Since you said i should cut down the Ram, here is an other one i found.

Instead of 193 With the previous build saving $58
Now i can get the I5-6500 which is $318
(can't find those psu you were suggesting in my country...)

I couldn't find a K4 Hyper motherboard in playtech =/

Mmm, you and one of my friend also want to use a Hyper 212 ​Evo Cooler.
I am trying to have a competition with a guy in my class to suggest a build for an other person whose budget is maximum 2000, so i don't think i can go over that limit XD so i can't go over that limit.

I will write down your suggestion too, since that guy doesn't really want to OC his cpu... but i insist on getting an OC parts, as maybe one day that person wants to OC... but is just me... and i will see which one will he pick,
