This may or may not be a dumb question. are download speeds slow because of slow internet or slow storage drive? Because I built my new PC yesterday, and game download speeds are slow (5-10 hours) and driver download speeds are slow (1-3 hrs). Is this because of my internet and/or storage drives are slow, or are these usual download speeds.

If you want to know what games and drivers I have downloaded:

XCOM 2 (up to 10 hours!!)

Serious Sam 3: BFE (7 hours!)

Drivers (I do not remember the driver names so i'll just list what motherboard website they came from and the file name):

intel_sbb_mb.zip

intel_vga_skl.zip

intel_me_skl.zip

Motherboard Website

Thank you in advance!

Solution
It could be servers that you linked to to get games are slow, that is biggest barrier I face getting files

If you have latest motherboard drivers, then you have done all you can to increase speeds.

You can run http://www.speedtest.net/ amd see if it is on your end or not.

use download accelerators .. IDM is a good one , it offers 30 days trial , try it

Unless you have very fast internet (like 1Gbps+), the bottleneck won't be the storage. Most HDD's can sustain write speeds of 140MB/s which equates to 1.12Gbps (plus some overhead of course).

My first stop would be as colif said, do an internet bandwidth test at www.speedtest.net. This will give you both an download and upload speed. You'll be more interested in the download speed of course.
