I need to know what these dots are since they've been there for about a week and I'm getting kinda frustrated.

It is a sign that the Gpu or the memory on the graphics card is.

1. Getting too hot.
2. The gpu, and the memory on the graphics card have been overclocked.

1.Solution take the card out of your system, inspect it, and clean any dust that has collected on the graphics card.
Particularly any dust that is clogging the fins of the cooling solution of the graphics card. And also check if the card has fans on it that they are spinning and working correctly.

2.Simply reduce the speed of the Gpu core by 100 Mhz, and also the memory speed of the graphics card by 100 Mhz in speed. If the white dots go away then the gpu clock speed or the memory of the card was overclocked to much.
