Low FPS in games, Decent pc

Hello everybody i hope you are all having a good day! My problem is that in most games whether it's from steam or online i tend to get very low FPS despite my PC being decently good.

Specs:
OS: windows 10
CPU: Intel(R) Core(TM) i7-4790 CPU @ 3.60Hz
RAM: 16.0 GB
System Type: 64-bit Operating System, x64-based processor
GPU: NVIDIA GeForce GTX 750Ti

The main issue i have is that most of these games are more simple graphic wise and even on the lowest possible settings i still get very low frames, i have quite large monitors so i usually go with 3840x2160 resolution in the game, and i know that my res couldn't be the problem, because from what i have heard my graphics card supports 4k so it should handle my monitors very well i also need to mention my pc is only a year and a half old and i just got my graphics card about 2-2 1/2 months ago.

i have had this issue with csgo . like my fps was mainly 150 on max then at some windows update it dropped to 30 and stayed like that for months. Check ur cpu clock when u r playing . i found out my cpu was locked to 0.78ghx for some reason . If thats ur case just instal cpu throttle stop https://www.techpowerup.com/downloads/2288/throttlestop-6-00 . i have been using it for months now m just uncheck BD-PROCHOT and ur cpu will be uncapped :) also if that didnt work just try an older version of nvidia driver as that sometimes caused me a problem but probably not with all games

I can't really see my cpu clock being a problem as it is a quite high cap, as far as the graphic drivers i doubt it could be that either as i have always had this problem and updating them and restoring them doesn't seem to change anything, anyways thank you for the suggestion! :)
